Following the UN High Level Meeting on AMR in September, the 4th AMR Ministerial Meeting to be held in Saudi Arabia on 15th and 16th November, provides an opportunity for society to commit to a strengthened common road map and a set of clear deliverables that will address the disturbing rise in drug resistance in humans, animals and plants.

To deliver a comprehensive One Health approach that will successfully contain AMR – we must systematically address together, the obstacles that are blocking progress.

The Kingdom of Saudi Arabia in consultation with the Global Leaders Group and the members of the Quadripartite together with participating member states are preparing a series of commitments that, when implemented, will translate the UN High Level Declaration into a practical, impactful framework of actions.

In this AMR One Health approach we must engage with stakeholders across society and so I am also looking forward to welcoming international organisations and representatives of civil society to a series of round tables on the 14th November to share best practice and innovative initiatives on funding and developing new tools to contain AMR.

The 4th AMR Ministerial meeting in Jeddah will be a valuable opportunity to strengthen our collective approach to this growing and silent pandemic.

Why do we need to agree concrete and impactful actions this year in the High-Level AMR Ministerial Meeting in Jeddah?
  • Drug-resistant bacterial infections are estimated to cause 1.27 million deaths annually, and this number is projected to rise to 39 million by 2050.
  • AMR will result in significant healthcare expenses, productivity losses, and GDP reductions.
  • Antimicrobial resistance (AMR) is a pressing global health crisis that disproportionately affects low- and middle-income countries.
  • It threatens people of all ages, impacting human, animal, and plant health, as well as the environment, food production, and food security.
  • AMR poses a significant risk to achieving the Sustainable Development Goals and requires a coordinated One Health approach.
  • While 170 countries have developed National Action Plans on AMR, implementation rates vary significantly and despite progress made at previous global conferences and UN High-Level Meetings, AMR remains a major challenge.
  • Addressing AMR requires a comprehensive and coordinated global response, building upon the achievements of previous efforts and implementing the recommendations of the WHO and UNHLM resolutions on AMR.
Engaging the Global Community to Contain AMR

The Global Ministerial Conference on Antimicrobial Resistance aims to advance global efforts to combat this pressing health threat.

Building upon the momentum of previous conferences, the event will convene a diverse group of stakeholders, including ministers of health, agriculture, environment, policymakers, experts, and representatives of international organizations from various sectors, promoting a One Health approach.

Through keynote addresses, panel discussions, and interactive conversations, participants and guests will explore innovative strategies and best practices for addressing AMR.

The conference will serve as a platform for fostering collaboration, sharing knowledge, and galvanizing action towards a more sustainable and resilient healthcare system.

By generating concrete recommendations and political commitments, the event will contribute to a global response that effectively mitigates the risks posed by antimicrobial resistance.

By focusing on a limited number of concrete proposals, the conference aims to create synergy amongst the outcomes of the UNHLM , G7, G20, and other relevant forums.

A One Health approach requires the engagement of all key government and non-government actors, therefore the Ministerial Meeting will open with a series of side events in Jeddah on November 14th. These events will include patients, survivors of AMR, academia, civil society, the private sector and a strong message from young people, ensuring a diverse and inclusive discussion.

Stewardship and Surveillance

Antimicrobial stewardship is a systematic approach to educate and support health care professionals, veterinarians and farmers to follow evidence-based guidelines for prescribing and administering antimicrobials. The education of the health workforce, veterinarians and farmers is of crucial importance, as they form the front line in safeguarding the effectiveness of antimicrobial medicines.

Surveillance refers to monitoring pathogens and resistance pattern and is a vital tool for clinicians and public health officials to slow the rise of AMR. Surveillance can provide early warning of emerging threats and can help guide public health policy and infection prevention and control plans.

The Conference will embed this critical element of addressing AMR throughout the program. It will highlight the importance of data generation, the convergence of thinking between scientists and policy makers and will showcase the need for access to- and more systematic use of- diagnostics in achieving better stewardship in a dedicated parallel session and a panel.

Capacity Development

Capacity development is considered one of the key success factors for mitigating resistance development of bacteria and microbes more broadly. It is widely recognized that antimicrobial resistance is mainly driven by irresponsible use of existing antimicrobials and other stressors such as pollution. Capacity development therefore needs to include all players within the ecosystem, including healthcare professionals, veterinarians and farmers, patients, civil society as well as manufacturers, policy makers and regulators.

As one of the outcomes of the Conference, the Kingdom of Saudi Arabia will announce a One Health/ AMR Learning Hub. The Learning Hub will be set up as a capacity building and training platform to support implementation of National Action Plans and drive progress on agreed targets and commitments with a strong focus on a One Health approach, involving human and animal health, agriculture, and the environment.

Access and Affordability

The recent Declaration of UN the High-Level Meeting on AMR highlights that lack of access to appropriate, safe, effective and affordable antimicrobials and diagnostic tools, particularly in developing countries, is responsible for more deaths than

antimicrobial resistance, while stressing that in 2019, 4.95 million deaths were associated with drug-resistant bacterial infections, including 1.27 million deaths directly attributable to bacterial antimicrobial resistance, 20 per cent of whom were children under five and that without a stronger response there will be an estimated average loss of life expectancy of 1.8 years globally by 2035. 

The conference will discuss innovative solutions of financing to improve access and will announce a regional access and logistics hub to contribute to this crucial challenge.

Better Global, Regional and National Governance

In the UN High-Level Declaration on AMR, Member States recognize that sustainable, efficient and accountable governance structures at local, national, regional and global levels are critical to an effective, coordinated and inclusive multisectoral response, including through a One Health approach. Given the importance of multi-sectoral governance, the conference will address this topic in multiple ways driving towards commitments for better governance at all levels.
